Residents and civic services

Housing Quarter expands resident capacity without giving extra legacy worker slots. A School offers education for younger residents, and the University offers higher education to eligible older residents. The University requires School level 1 and Academy level 2.

Recreation Garden supports outdoor activities and leisure. Civil Shelter gives residents a designated safe destination when an incoming attack is known. These civic structures complement the traditional city buildings rather than replacing the core resource system.

Check the city panel for what is available at your current level. Different buildings serve different purposes, and adding housing does not automatically grant the game extra worker slots.
