A productive city is also a place where residents live. Different residents can work, study, rest and enjoy recreation, and their wellbeing reflects aspects of those activities.
The City Policy system includes daily routine settings. Homes, education and civic services provide options for a growing population, while access to food and the state of the city influence its resilience.
Happiness is a particularly useful signal for governors, because it affects worker-led gathering results under the game's rules. It is not a guaranteed increase to all passive production. Review the city interface to see which settings and services currently matter and how available resources constrain them.
