The City Policy system includes daily routine settings. Homes, education and civic services provide options for a growing population, while access to food and the state of the city influence its resilience.

Happiness is a particularly useful signal for governors, because it affects worker-led gathering results under the game's rules. It is not a guaranteed increase to all passive production.
