The civilization catalog also offers Balanced, Military, Naval, Economic, Scientific, AI and Diplomatic approaches. Each involves bonuses and tradeoffs. Open the strategy controls to review the available choice and its effects before committing.
City specialization and civilization are separate choices. Choose according to your planned resource production, shipping, research and military needs rather than expecting every category to improve simultaneously.
